1 Introduction

The review will aim to synthesize theories and evidence from extant studies on this topic conducted in different countries and regions of the world. The literature review will provide a full and balanced perspective of the attitude of employers and employees themselves towards the participation in physical activity.

On the other hand, this review will examine related public policy and its impact on workers’ PA participation, from a global perspective. In addition, this topic has previously received scant attention in mainland China. The review will also address this gap and help to produce a broader idea of how urban workers can become more physically active and in doing so potentially become healthier through participation in Physical Activity (PA).

Existing works of literature have expanded knowledge of participation in sports and recreational activities among people (Department of Health, 2010; Department of Health, 2011). However, less attention has been put into the establishment of a theoretical framework to categorize the influencing factors and barriers to ‘activating’ workers.

This literature review aims at defining the promoters and barriers which significantly influence urban workers to participate in physical activity. The literature review has included the use of theories and models related to the concept of physical activities of the workers in public sector organization. Furthermore, the analysis of the literature review also includes the identification and the analysis of the main reasons and causes that can have a noteworthy effect on the bodily activities of the urban workers in the European region.

2 Policy and influence factors by region and culture

According to Burton, Chen, Conti, Schultz, Pransky and Edington (2005), the concept of physical activity among the urban workers is gaining significant importance in many different countries across Europe. The increasing health problems of the individuals along with the health problems suffered by the workers have become a cause of great concern for the policy-makers and the decision makers of the different organizations of many different European countries (WHO, 2009).

The physical activities of the workers include taking some time off from their daily routine work during office hours and undertake some physical activities. It is further suggested that the undertaking of the physical activities ensures that workers are not only physically fit but also stay mentally fresh. Different countries have adopted different policy responses, thus influence people’s choices of PA participation. This literature review is framed by looking at and comparing different countries on different continents.
